Having already informed Noach about the covenant, why does HaSh-m repeat it?

Rashi: The repetition hints at the rainbow (as the Torah goes on to discuss), by means of which HaSh-m affirmed the covenant.

What is the point of the covenant not to destroy the world in a Flood of water? HaSh-m may still exact punishment in many other ways!

Maharal (Gevuros Hashem, Ch. 14, p. 70): Wiping away the world would be accomplished specifically with water, which lacks Tzurah. 1 Refer to 6:17:1.1:3; refer to 7:11:3.1:4.

Maharal (ibid): The terms "Beri'ah" and "Yetzirah" are not used in Bereishis regarding water. HaSh-m created the world for His glory, to be brought about primarily through man, who possesses Tzurah. When man misuses his high level towards sin, it is appropriate that HaSh-m's glory be brought about through water, which lacks Tzurah.

How were the Egyptians punished with water; isn't this against HaSh-m's oath?

Maharal #1 (Gevuros Hashem, Ch. 14, p. 70.): The oath was towards the entire world, not specific individuals.

Maharal #2 (ibid.): The oath was not to bring and use water to overpower other creations; whereas the Egyptians were thrown into the water, which is comparable to other punishments.

QUESTIONS ON RASHI

Rashi writes: "I shall make an affirmation for My covenant; and what is the affirmation? The rainbow." Why didn't Rashi explain simply, "I shall make a covenant"?

Mizrachi, Gur Aryeh: HaSh-m had already made an assurance in verse 8:21, and established a covenant in verse 9:9. This verse adds that HaSh-m strengthened His covenant by means of a sign. 1
