WHEN A PERSON IS CALLED A RESIDENT OF A CITY (Yerushalmi Halachah 4 Daf 2a)

תני שעה שם שלשים יום הרי הוא כאנשי העיר לקופה.

(a)

Beraisa: If he was there for 30 days, he is considered like a resident of the city for donating to the city's charity fund.

לכסות ששה חדשים.

(b)

If he was there for six months, he must also donate to the fund that supplies clothes to the poor.

לפסים ולזימיות שנים עשר חדש

If he was there for 12 months, he must now pay taxes called pasim and zimiyos.

ובתר כל הלין מילין איתמר לפסים ולזימיות שנים עשר חדש.

Question: When the Mishnah in Peah discusses the charity fund and the clothing fund, it teaches that if a poor man was residing there for 12 months, he may receive from these funds. However, the reference to pasim and zimiyos was concerning giving these taxes after residing there for 12 months. What's the connection between receiving and collecting?
